Simply put, Panchak begins when the Moon enters Aquarius and Aries completes Panchak.
It is forbidden in the scriptures to perform five acts while the panchak is running. These include gathering grass, wood, or fuel, traveling south, roofing the house, making a bed, or making a bed, and cremating a corpse. This is because according to astrology the deeds done during Panchak are done five times.

Panchak is not obligatory in fasting, festival, Rakshabandhan, Bhaibeej etc.
